Steps to reproduce:
1) Prepare SBM with sample database.
2) Deploy some simple app.
3) In Web Admin, go to Work Center -> Work Center Settings
4) In Work Center Toolbar tab page, pin the test app first, and then the rest of the sample apps. The order is important.
5) Go to Application Repository, undeploy the test app.
6) Refresh the Work Center page, re-open admin, go to Work Center -> Work Center Settings again.

Actual result:
The UI flickers and then turns into a blank page.
