After restarting Tomcat, Work Center gives error "Unable to load initial data for Work Center, please contact your Administrator" and does not load

After Tomcat is restarted, the user can log into Work Center. However, work center does not load. Only the top header is displayed, and this message is given:
 Unable to load initial data for Work Center, please contact your Administrator 

The console.log gives the following error:
 ERROR [localhost-startStop-2] [org.apache.catalina.core.ContainerBase.[Catalina].[localhost].[/commonsvc]:182] [::] -- Exception sending context initialized event to listener instance of class [org.springframework.web.context.ContextLoaderListener]
javax.persistence.PersistenceException: org.hibernate.exception.SQLGrammarException: could not execute statement 
Caused by: org.hibernate.exception.SQLGrammarException: could not execute statement
Caused by: java.sql.SQLSyntaxErrorException: ORA-01795: maximum number of expressions in a list is 1000 
 ERROR [localhost-startStop-2] [org.apache.catalina.core.StandardContext:180] [::] -- One or more listeners failed to start. Full details will be found in the appropriate container log file
