Description
Attempting to import users from spreadsheet to update existing occasional users when there are no available occasional seat licenses gives an error of "0 seat licenses for Occasional accounts are available. Please limit selections of new users to no more than that." even though new users are not being imported.
Resolution
The workaround for this is to import users with the "Import users as copy of" set to a template user that has an access type that has available licenses and make sure the "When user already exists" setting set to "Replace mapped attributes".
