Customer issues the shut down command, but ends up having to force the task to shut down.  

The issue only happens when at least one user was browsing or editing HFS files in a ChangeMan package before the task comes down, and the same user(s) is/are still logged on to ZMF when the task comes down.

The issue does NOT happen when:

- No user was touching HFS files in ChangeMan packages with ZMF

- All users were logging off from ZMF before the task comes down

- ZDD users are still logged on when the task comes down (even though they were touching HFS files in packages with ZDD)
