Users without submit privilege can select Project in Workcenter Project tree

Users can click submit but there are no projects available in the project tree
Users have permissions to submit new items. We know this because they can click the submit button. However, there are no projects to choose from in the project tree list.

When an item is opened in the non-full interface such as from a value selected in a relational field, the project tree will not expand when a subtask transition is run on that item and it should allow selecting the project to submit into from a project tree .

New project is not displayed in submit tree
On the Workflows tab, ensure there is a first Transition (from State "None" - the black dot at the beginning of a workflow). On the Workflows tab, click on the submit transition and ensure the option "No button on form" is not selected. Check your user privileges:

Why don't I see a project in the submit tree, even though it exists when I look in the Administration tool.
On the Options tab, verify that the "Default Submit Transition" option is selected. IMPORTANT: If there is more than one submit transition, make sure that only the one to be used for manual submits is as the default. Looking at the transition that is marked as the "Default Submit Transition", on the Form tab, make sure that "Quick transition (do not show a form)" is not selected.

Submit tree expansion not being saved
During the Browse and Submit into SBM 2009 R4.x you get your projects listed. If there are sub projects there is a "+" symbol allowing tree expansion. In the upper right part of the screen is a 'save' button.
