Ensure that the entire SLM folder does not exist on the server where Dimensions Listener exists. There should not be any files related to SLM on this machine. (If the SLM folder exists, then you need to copy the serena.lic
Go to the License Manager installation directory and run the following commands to reinstall the service: remove_license_service.bat install_license_service.bat
As of SLM 2.2.0, each SERVER line in the license file needs to end in the TCP/IP port number that the lmgrd process on this server should use. See the section How to install the license key in KB doc S129439 for more information.

lacks the privilege to update the serena.lic file, preventing the key from getting applied. As long as this license file has no valid license keys, the service will fail to start .
Make sure that you do not have any old flexlm process running or anything on memory from the old flexlm version (like the DM_LICENSE variable) before you run the SLM 2.1.1 installation.
