No, this would not affect your user response times. The performance of the getpoolstats can be affected by what users logged into Dimensions are doing. i.e. if someone is logging in or fetching files from Dimensions and the getpoolstats command is run then the user performing the getpoolstats will be affected as the logged in users have priority .
