If the user is not listed as one of those that can use the Build Area when setting it up in the Adminconsole then this will occur. The user needs to be added to the list of users, or to a group of users, that can access the area and then the Build Area will be shown.

User should verify the Platform setting for build configuration , make sure it matches the actual OS of Dimensions server. A mismatch there will cause this issue.
