However, you can create a marker file/item that is included in the directory that would otherwise be empty, like a virtual file. This way the directory is included during the get/baseline/release action.

CMS-XML DMCM 2009R2: Is it possible to change an existing Design Baseline with no template to a Release Baseline?
This is not possible, as even if a template is linked to a baseline within the database, a design baseline will includes all revisions of all items at the time the baseline was originally taken. This would result in an invalid baseline.

When the baseline specification contained a series of characters including several underscore '_' characters, download commands failed.
CMS-XML KM-Dim9: User needs to do this because his binaries are of a type that has Item Header Substituion enabled. Hence an extract, release baseline corrupts his binary files.

CMS-XML Pkg staging CPY lib not included in SYSLIB concat if pkg is attached to RELEASE
Customer feels this is a flaw in the design. What they do is stage the WXYZ application copybook into a ABCD application package and make only the changes need for unit testing purposes as the other changes being made to the copybook do not affect them or might not be completed yet. They know this version of the copybook will never go baseline and will eventually recompile the source in the ABCD package attached to the Release to use the copybook from a WXYZ package which is part of the ERO Release SYSLIB concatenation.
CMS-XML KM-Dim9: When attempting to perform a release baseline from PC Client the resulting error: 'Create Release - Error: Delete failed for pcms263_1.tmp' can be caused by a white space character preceding the id.
As you can see the entry in baseline history is one character longer than the entry in bln_spec_catalogue. The customer should run DBL 'ECS: BUILD 5' (note preceding white space chacter is included ) and baseline should be deleted.
