The workaround for this is to import users with the " Import users as copy of" set to a template user that has an access type that has available licenses and make sure the "When user already exists" setting set to "Replace mapped attributes".
When copying users or importing users via a spreadsheet the template user definition is important and can greatly impact the performance of these features. Ensure that this user is defined using group privileges to ensure good performance.
Importing users into SBM from a spreadsheet or LDAP in the Application Administrator with the "Send notification e-mails to created users " option selected causes the "Your new SBM account" email to be sent to all users who have an expired password (TS_PASSWORDPRIVILEGEOPTIONS of "-4" or "-4098" in the TS_ USERS table). This will include all users who have been previously imported and have not logged in to change their password on first login.
