In order for users to enable users that have been disabled via the Application Administrator and not allow any other privileges, the user access should be setup with Managed Administrator access and Remote Administration along with Global Administration and Edit User. However, this does not work. User needs to have Delete User permissions.

CMS-XML Field disabled on form gets data wiped out on submit
When using javascript to disable a field, the disabled field on the form does not pass data back to server and causes data to be lost. For example, if I disable a user field that has a selected value of "Joe Manager" then when I submit the form the value of the user field will be blank.

During the time it takes to delete an area, any user who logs into the system can see ALL areas. It appears that security is being disabled during the deletion time frame.
