This is not a defect buts because the HTML/JavaScript widget which created a button without a type='button' attribute. This caused a state form to be submitted. The break occurred when the browser rendering this started following HTML5 standards (which cause a submit to occur when any button is pressed if the type attribute is not set.)

When you use the CollapseSection() function on a custom form, the section being collapsed will toggle to expanded if you refresh the page by using the "Reload Form" button .
