When you deploy a Process App, the Activity log shows the deploy as Waiting on AE, and although the AE shows the changes, the activity log will show as running due to the call back issue.

When deploying from SBM/Mashup Composer, the deploy fails with the following timeout error:

When a deploy is scheduled to run at a future time and JBoss is restarted before that time, the repository (Mashup Manager) can have problems receiving the callback from the application engine. When this happens, the deploy will complete correctly, but the deploy status will stay in "waiting" status. Also, if you look at the activity log for that deploy, the last line in the log will say:
CMS-XML Deploy stays in waiting when TLS 1.0 is removed from server.xml - Invoking import callback failed: Error observed by underlying SSL/TLS BIO: No such file or directory
As of SBM 11.3, it doesn't look possible to remove TLS 1.0 from both the Server.xml ( Tomcat ) and the SChannel Registry key ( IIS ) and have deploys reach the "Completed" status. The deploy itself will succeed and your changes will get deployed. It is just the callback from the Application Engine to the Repository telling the system the deploy completed that fails so the status stays in "Waiting" forever.
