This kept all the above options open, except the view properties. The "New", " delete ", and "Convert" PCR buttons are still grayed out except "Escalate PCR", "Assign PCR", which should not happen. The "Escalate PCR" and "Assign PCR" buttons need to be disabled.

At this stage if you go into IIS and check the site bindings, the certificate is not assigned to port 433 but is listed in the drop down box. If you select it and click on OK it fails with the same error which configurator is complaining about. It is then when you delete the certificate in IIS and try again and everything works fine.
