Try clearing the applet cache (Control Panel -> Java -> Temporary Internet Files / Delete Files), as it maybe that an unsigned version of the applet is in the cache .

Make sure both IE and Java caches are cleared; once they are clear user should see the dialog to install / run the applet when opening the Dim login page. To clear IE cache go to Tools | Internet Options | General tab, click the Delete Files button in the middle section. To clear Java cache open the Java Control Panel, go to Cache tab or Temporary Internet Files section and Delete Files there.
