Then, if the DB2 package needs to be backed out a 2nd time, the backout command does not submit the CMN49 job. CMN49 is the first job in the backout sequence of a DB2 package. This is the second problem.

Pkg #1 is then installed (without being refrozen). If Pkg #1 needs to be backed out , there will be no rebind on backout because the package was frozen when the component in the package was "new".
