CMS-XML ORA-12154: TNS:could not resolve the connect identifier specified
Reasons this can occur are as follows: (1) This can occur if the customer is using a 32-bit ODBC driver to connect to 64-bit Oracle server. Only certain actions will trigger this message. We recommend using the 32-bit ODBC with 32-bit Oracle server.

CMS-XML PVCS Version Manager returns message that it could not connect to the specified license server, or that the license has expired
command. Either enter the name of the server as resolved through the DNS or enter the IP address of the same machine.
CMS-XML Dim14: DMCLI: Unable to connect to Dimensions CM from DMCLI when using -dbname basedatabasename@SID
This is because if the -dsn parameter is no longer supplied, Dimensions will work out the Oracle SID name add add it to the dbname value, which would mean a connection string containing the database identifier twice. Here's a snippet from the log files:

CMS-XML Report server cannot connect to Mariner App server by name - Query execution failed for data set 'xxxxx'
1. To resolve this error, we specified the fully qualified domain name of the Mariner application pool in each of the Datasource1 connection . The new connection would look similar to the following:

Is the server running on host "50.93.88.110" and accepting TCP/IP connections on port 5432? Error: unable to connect to the specified DBMS .
CMS-XML Dim12.x: Deployment: Unable connect to database + Failed to lock database + Failed to connect to database
To solve this check that the user specified in the deploy_config.dat exists in the basedatabase and within the Admin group within Dimensions.
