KM-Dim7: Dimensions INet Login Failure - Failed to connect to database: java.sql.SQLException: lo exception: The Network Adapter could not establish the connection
If you are using another port other than 1521 for Oracle connections , check that your Dimensions.properties file is updated with the correct port information. If the connection port for Oracle is defined as something other than the Dimensions default of 1521 and not changed or updated in the Dimensions.properties file, this error is encountered.

The above error generally occurs when the Dimensions system admin user, dmsys, password has changed. In addition to changing the password at the network level, you will also need to modify the password which Dimensions stores in the registry.dat file.

Stop the database, reconnect and launch the application again. If that doesn't work try TNSPING for the DB or use ODBC-Test to test if the host is reachable. In most cases, this error occurs whenever there is a connection break-up, either for problems in the network , either because the user terminated the application in a "non-traditional" manner.
