The error is caused because the JAVA_HOME system enviroment variable is set to a JRE installation and not and SDK installation . When building java projects in Build - the Java Developer Kit must be installed (IBM, Sun or other). A JRE installation is a java runtime installation and never includes .jar
which is run before the upgradedb.sql. So there should be an error in the install logs about the failure to create it. As pcms_sys you can create the table as follows and run the upgrade again.
