This is a size limit issue. As a workaround, you can break the spreadsheet into pieces, and import each piece individually.

The workaround at the moment is to add the user you want to show through the workflow directly. Open the workflow in you Mashup Administrator, select the affected field and open its properties. Then open the Options tab and add the users you want to see in the constant value dialogue.
