CMS-XML Deploy status says "waiting". Deploy log shows a hang after "Awaiting Callback from Application Engine"

CMS-XML Deploys are timing out, Invoking import callback, result=12
When trying to deploy a mashup it times out and the following is found in the AE import.log:
CMS-XML Invoking import callback: End of file or no input -- deploy activity is waiting forever
Deploying a process app never returns a success or failure and remains waiting forever. Review of the TS_IMPORT.LOG file in [SBM INSTALL DIR]\ Application Engine \Log directory shows errors like the following. Notice that the endpoint has a relative URI without HTTP://HOSTNAME of the Application Repository server.
CMS-XML Deploy stays in waiting when TLS 1.0 is removed from server.xml - Invoking import callback failed: Error observed by underlying SSL/TLS BIO: No such file or directory
As of SBM 11.3, it doesn't look possible to remove TLS 1.0 from both the Server.xml ( Tomcat ) and the SChannel Registry key ( IIS ) and have deploys reach the "Completed" status. The deploy itself will succeed and your changes will get deployed. It is just the callback from the Application Engine to the Repository telling the system the deploy completed that fails so the status stays in "Waiting" forever.

CMS-XML Deploys are failing with result=12 in the import log and errors in the Event Viewer C:/Program Files/Serena/SBM/Application Engine/bin/design/a5cc553c-f6f4-4fb6-9316-e5acfbf319f0/c2ee0d3e-c3e8-4349-bbc8-daa15913ebd9.xml contains an incorrect path.
