From testing here it appears that local admin access is required in order to subscribe to a ZMF event (i.e. the user must have UPDATE access to the CMNLCADM/CMNsLCAD profile). If the user does not possess this the ' Subscribe ' option in the zmfevent webapp is greyed out.

CMS-XML Newly added members to group may not be subscribed to notifications
If there is a group that is already subscribed to a notification, when a new user is added to the group, he will not be added to the subscribers. This will happen if the user is an existing user, and the administrator just gets into the user to edit, goes straight to the Groups tab, adds this Group on the tab, then saving the user.
CMS-XML All Notification subscribers are removed in the "Subscriptions" list when "Action" menu is changed to "NO ACTION"
After this change has been saved, all Subscribers are removed from the Notification. When "Action" is changed back to "SEND EMAIL/USER CHANNEL", all users that were subscribed to the Notification are still removed. The SBM Admin will have to go back and subscribe all those users again.

When you click on the subscription tab of a notification and change the subscription from Users to Groups you will see that all groups are checked to Allow Subscriptions. Admin must manually uncheck the groups.
