There is a known issue whereby since upgrading to 11.4.1 the SQL Server CPU can rise to 99-100% and the system become unresponsive. There is known to be an E-Mail submit issue in the Mail Client which can causes increased lock contention on the TS_USERS table.
To workaround the issue backup and modify the session-cache.xml located here ...SBM\Common\tomcat\server\default\conf\EhCacheConfig\ directory: <cache name="SessionInfoCache" maxElementsInMemory="5000" eternal="true" overflowToDisk="true" />
