process was checked there was a message indicating that the process had failed to connect to the database to scan for jobs because it failed to get a new connection from the pool. The problem was that the listener was going down but not waiting for all the child processes to stop. The restart of the listener generated a whole new set of processes when viewed in Task Manager but nothing would connect .
