You can download a modified 8.2.0 .0 installer from KB article P2496 that correctly handles the 30-day EVAL mode. This issue is also resolved in the VM 8.2.1 release.
To work around this issue, first create a local group called "Users", then run the installer again. Alternatively you can download a modified 8.2.0 .0 installer from KB article P2496 , which allows you to install on non-English versions of Windows without first having to create this group.
