RLC itself has never used Flash. However, because of RLC's dependence on SBM, you may need to upgrade RLC if your current version is not compatible with your new version of SBM. For example, if you upgrade to SBM 11.5, you will also need to upgrade to RLC 6.2.3 or newer.

The problem happens after an RLC upgrade when a database schema change is needed. This is the most likely time for a lock to be left behind because it could take a long time to finish the upgrade.
