P4DTI - a service relies on another service and does not start

A service that relies on Teamtrack (or any other service for that matter) does not start up during the server startup, giving you an error message. It does however start fine later on, when started manually. Perfoce P4DTI for example throws this error:

Cannot start Serena Web Service either through services panel or command line. When trying to start , service promptly dies. Removed and reinstalled the service manually, but problem still persist.
