The error seems to do with the License Server. Check that it's running and not exhibiting strange behavior. Restart the License Server and see if you are able to login to SBM.

When looking at the SerenaLicenseServer.log file on the license server you may see the following messages when working with Named licenes. The explanation of each message is included below.

2. If you specify a license server when installing TeamTrack for the first time, solution licenses are consumed when you connect to the Sample database after installation. These licenses are then unavailable for another database unless you release them in the Serena License Manager.

The problem is caused by an expired or invalid license. If the license server has been changed you will not be able to go into RM manage to set the new location of the license server as RM manage needs a valid license. The work around is to go into windows registry.
