The main way to restrict a transition by either role, type, or rule is by using Composer and setting the properties of that transition in the workflow. If that doesn't seem to be acting like it should with certain users still able to see a transition or a transition isn't visible when you think it should be check the following screens to see if there has been a restriction placed at the workflow level.
