CMS-XML Web services are not following rules in notification for retry or quit
When using a webservice as part of a notification if the WS fails then all notifications stop until this event can be satisfied on a future notification cycle. This is supposed to work like scripts do that if it fails it does not retry unless you select the "retry" option of the notification definition. All combinations of settings for the retry/quit have been tried and are ignored.

Submitting items via TeamTrack webservice (ttwebservices.wsdl), the customer sets the item.createdDate and item.modifiedDate to the current datetime value. When viewing the item in TeamTrack, the Submit Date is one hour ahead of the Modified Date This has only become an issue since the Daylight Savings change to summer time, e. g. GMT to BST (British Summer Time).
