Detail: With table containing a column defined with the IDENTITY parm, and insert does not automatically increment the value. If I attempt to change the value, the save fails because this is not allowed. I can use SQL to perform the process though.

The chunks of free 45K storage represent some serious fragmentation going on and that may be what is causing the problem. These 45K free chunks are separated by 1M chunks of used storage which contain load module data which makes sense because the job is doing a Startool on SYS1.LINKLIB with the ATTR : command. Startool on z/OS 1.10 may be doing getmains for 49K but freeing only 45K, eventually fragmenting the storage so that 49K GETMAINs start to fail .
