CMS-XML SBM: How to reimport a solution (RLC, SRC, SSM)
When installing or upgrading a solution (such as Release Control or SSM or Request Center), the solution will be available in the Repository to be imported. However, once it is imported, the Repository does not allow you to reimport the same solution again. The most common reason to reimport the solution is if the related solution snapshots were deleted by mistake.

SBM checks if there are sufficient seats to support the number of active users at startup. Any user that is not flagged as Deleted and has an Access Type (Product Access) other than None is considered to be active.
