SSO Federation Server sets cookie like It is about 1.8Kb that is sent then with any resource request to the same domain name as Path=/ is used. As this cookie presumably used only by FedSrv it must set correct Path for this cookie because if SSO enabled application shares the same domain name overhead can be really big as this cookie is sent with each request to server resource like js, css, png ,...
