Opening one instance of the browser creates a lockfile. If another user attempts to use the Tracker I-net applet the lock file is already in use so the error occurs. There is a knowledge base article at http://help.netscape.com/kb/consumer/19991108-6.html, about having multiple profiles on UNIX that basically says it is not possible.
