When a user is attempting to open or create a project database and gets the error, "Failed Creating Public Group", he or she does not have network permissions to read, write, and delete in the project database directory. This error is created when Version Manager is unable to write to the pvcsuser directory or is unable to delete a *.lck file that is created when VM is updating or creating a *.ser file.
