I believe the issue stems from the folowing fix put into the 2.3.0.4 patch. This is from the Readme . This is also a problem in the 2.3.0.5 patch.

Follow the instructions above to patch the Mover installation. When the Mover patch is unzipped, it will include the Mover Agent patch files ( readme _agent_22.txt and m_agent_22.zip). Move these files to the Mover Agent server.
