CMS-XML Attaching certain files to an SBM item causes IIS to use 100% cpu for a long time and appear hung using 10.1.3 or 10.1.3.1
The symptoms of this problem are when someone attaches certain files to an SBM item it could take up to 5 minutes for the attachment process to finish and actually show as attached to the item. During this time the IIS service will consume 100% of the CPU and other users won't be able to navigate or use the product . Basically it looks like SBM is hung.

Clear index directory. The path is in the error messages in the ssf.log, and is also in Configurator on the Common Services page, in the box called "Indexer directory path". (In the example above, the path would be \\MyServer\ PROD \SmartSearchIndices.)

This is not a defect in the product , but rather a problem in the XML file itself. This will happen when the TS_ID and/or the TS_UUID values are not unique. You can run the SQL directly in your database to verify if these are unique or not.
