No licenses are read by the License Manager ; hostid is ffffffff
Under some circumstances the SLM Server service / Serena License Server service doesn't start properly, because it cannot find any network adapters immediately following a system reboot. This can happen when using network adapters that need some time to initialize.

A Denial of Service vulnerability related to stack exhaustion has been identified in FlexNet Publisher lmadmin.exe 11.16.2. Because the message reading function calls itself recursively given a certain condition in the received message, an unauthenticated remote attacker can repeatedly send messages of that type to cause a stack exhaustion condition.

The top of the license file (.lic file) reminds you NOT to copy the lines that start with SERVER, VENDOR, USE_SERVER or #. It is easy to miss this message or not read it. You only need to copy the bottom section(s) that starts with PACKAGE or INCREMENT.

SLM Error: Invalid license key (inconsistent authentication code)
On PCs this is often caused by adding an additional key to an existing license file after installing a network card, VPN software or virtual PC software, all of which will instantiate new ( read or virtual) MAC addresses which the core SLM is built on (FLEXlm) uses as the HostID on PCs.
