SBM checks if there are sufficient seats to support the number of active users at startup. Any user that is not flagged as Deleted and has an Access Type (Product Access) other than None is considered to be active . If the number of active users does not exceed the number of seats, SBM starts up, otherwise it will not.
About Concurrent Licenses vs. Seat Licenses Beginning with SBM 2009 R1, seat licenses , which determine the number of users that can be active in an SBM system, are available for user and managed administrator product access types.
. If the user does not logout or closes SBM by closing the browser[2] then the license will be released after 60 minutes of inactivity plus up to 12 minutes for License Manager to get around to cleaning up freed licenses .
