CMS-XML Attaching certain files to an SBM item causes IIS to use 100% cpu for a long time and appear hung using 10.1.3 or
The symptoms of this problem are when someone attaches certain files to an SBM item it could take up to 5 minutes for the attachment process to finish and actually show as attached to the item. During this time the IIS service will consume 100% of the CPU and other users won't be able to navigate or use the product . Basically it looks like SBM is hung.

If you open an item from a list of report results, that item usually has a navigation bar on top offering "Back to Result", "Next Item " etc. If you open the details for any of the transitions in your Change History, that navigation bar disappears.
