If you create a transition that does a POST transition and specify a submit transition other than the default then this works fine in the workflow but if you issue this via a webservice call then it incorrectly uses the default submit transition.

This issue occurred because the user had added himself to a non-admin group, AND that group was specified in an Explicit Deny entry on Privileges. Since all General rules for most administrative privileges are disabled, it is should not be necessary to add any Explicit Deny rules for them. An Explicit Deny will always override an Explicit Grant rule if a user is in both groups.
