The CreateUsers method in the sbmadminservices72 web service seem to work fine when you use the template user option but you get some very strange behavior if your template user's account has the "Create/Update Record From User" option selected in the "Associated Contact" section. What happens is the new user gets created just fine based on the template account but now that new users account is tied to the template users contact so when you make a change to the new users account the change also changes the original template users account.
Quick links created in SBM Admin are copied correctly but those created in the web client are not. If they are deleted and another copy user is done, all the previous quick links are present again.
