ZMF4ECL: Users unable to create new package components containing national characters (L10N/I18N)

When creating new package components users are unable to enter names containing national characters (e.g. @, # and $ in default code page 37). The window that prompts for the new component name will not allow the user to enter these characters in the field. If the user enters the new component name in code page 37 (default) form, it initially appears to work but the member is not created
