CMS-XML Component can be deleted even if editied in TSO session.
It has been identified and recreated that you can have a component being edited in a TSO session, but you can still delete the component from the package in Rdz. There seems to be no enqueue being set on the ZMF side or RDz is failing to read the ENQ
