None of the property pages for the "DataSets" folder allow a wild character to be specified in the high level qualifier of a data set name filter. These filters are not used to search catalogs, and there is no reason to disallow wild characters in the high level qualifier.
... ZMF4ECL subsequently opens a text editor and required RDz/IDz editor functionality is unavailable. If a component is checked out to a personal development dataset that does not contain any national characters, the smart editor session runs OK. Hence the assumption that this is some kind of data translation issue.
