DESERV Exit Creates Events for Data Sets Which Are Not Being Tracked
Events should only be generated for tracked datasets. Possibly large numbers of events related to datasets which are not being tracked, are created and fed through the system which eventually filters them out, but not before real-time resources (queue space , processing cycles, storage , etc) have been consumed. This defect has the potential for causing performance problems in the SSM started task.

SSM823 Getting HPS1310W and HPS0104E msgs and RC=5 when defining delta tracked data sets to change tracking.
It looks like your Delta Master has run out of space . As the HPS1310W message indicates, it is the prior message (HPS0104E) that caused the failure. HPS0104E tells us that R15=8, and the Reason Code (FDBK) is X'1C'.
