Three points to verify: 1. Make sure the is the correct one for the DB2 version and patch level.

I set this path in PATH, LD_LIBRARY_PATH, SHLIB_PATH, LIBPATH. By default this points to the Change Man DS installation path ../odbc/lib. This path will only work if the drivers are compatible.

CMS-XML Build hangs when make_environment_tempfile is set.
The thing that causes the Build process to hang is changing the make_environment_tempfile to a value of 1. If you leave it to its default value it runs fine. So the issue is not that the buiild will not run but that if you have more than 1024 bits of information associated with the VCS_Source variable you receive the following;
