The second issue with the parsing of the TO name, the mail server was adding a @domain name to the end of the name. This was something that the mail server was doing and was not a DS notification issue. This issue was also corrected when the FULL NAME was double quoted and it did not cause the mail server to add the domain name to the end of the name.
For example, the DS user's email address if D'Arby@company.com . When entering the apostrophe within the email address and clicking apply or OK, the application hangs and the process must be ended . When editing the user's profile, the email address was not saved.
