After setting up a LDAP / Active Directory provider in Agile on Premise and importing the users they all show in the admin tool on the left side as expected. Without pushing any of them over to the right like they are active go into the Agile UI and look at the Users & Security screen. All the users will be in the list and when you click on each one the Active box is checked giving the impression they are using a license.
