The SQL login or password have changed. To test this, log into SQL Enterprise Manager with the same login that is given in the web.config file. This will give a better error.

SBM Configurator creations these virtual directory/applications with logging turned off. In IIS Manager, highlight the virtual directory, double-click the logging icon and enable logging. Logs will in Inetpub\logs\LogFiles.

Unable to execute a command line using Ext.CmdLineWait() function
It is neither recommended or frowned upon to continue to use a batch file in production. However, it is recognized that once in production unwanted batch file modifications can break a production system. If CmdLineWait() calls an executable, the production system is potentially more secure.
